Microsoft® Expression Blend is a professional design tool to create compelling user experiences and applications for Windows using the new .NET Framework 3.0 (which includes the Windows Presentation Foundation). 

Three versions of Expression Blend are now available: Expression Blend with SP1, Expression Blend 2 Beta, and Expression Blend 2.5 March Preview 2008. Use the following descriptions to determine which version of Expression Blend is right for you.

This initial release of Expression Blend came to market in April 2007 and enables designers and developers to create content for the .NET Framework 3.0. This version is fully supported and available for purchase today.

The February 2008 Beta release allows you to test and become familiar with the powerful new features in Expression Blend 2. The Beta supports creating content for Microsoft’s latest platforms, .NET Framework 3.5 and Silverlight 1.0, and installs side by side with your original Expression Blend. This allows you to continue working on your existing projects in a fully supported tool while testing the improved features of Expression Blend 2.
